Boil the potatoes in cold water for about 40 minutes. Drain and peel them, then mash them in a bowl. Add the ham, chopped herbs and salt. Add the pepper and grated lemon zest and mix with a fork until the mixture is smooth. Form patties weighing about 25 g, first dip them in beaten egg and then in breadcrumbs. Fry the patties for about 3 minutes.
It is recommended to serve them hot.
